CODE of Conduct

A player, coach, team official or spectator must always conduct themselves in a manner that is not detrimental to the Game.  Participants and spectators shall always treat others with respect and dignity. Impeding, harassing, or otherwise intimidating a game official, opposing coach, members of the League, spectators, or opposing players, will be subject to disciplinary action or permanent dismissal from the league.

RULES AND REGULATIONS

Rule I - Ball 

BOTH teams shall supply minimum of 1 F.I.F.A. approved soccer balls (size #5) used in all matches and shall not be changed without authorization of the referee. Failure to comply with rule one carries a FIVE DOLLARS FINE, in such case the league will provide one game ball for an additional fee of FIVE dollars. (TEN dollars total) 

 

 Rule II - Players 

1. A match shall be played by two teams each consisting of not more than seven players on the playing surface at a time, one of whom shall be the goalkeeper. 

2. Team rosters must consist of a minimum of 7 players and a maximum of 14 players teams can drop or add players but can’t exceed the 14 players until five weeks before the end of the season

3. Substitutes during a match are unrestricted, except in the case of a player serving a penalty. (3 minutes outside the field)  

4. Exiting player must be within 10 feet (3 meters) of the bench and not involved in play of the game. 

Rule III - Equipment 

1. A player shall not wear anything that is dangerous to him or others (players/referee). No jewelry is allowed (earrings, rings...)

2. Uniforms will consist of numbered jerseys, shorts (soccer shorts, no basketball shorts) , socks, shin guards, and footwear. Footwear shall not have spikes, molded or otherwise. TEAMS ARE REQUIRED to have complete uniforms, no mixed colors and number with markers or tape. Failure to comply with rule III-2 carries a fine of 25.00 dollars.  

3. The goalkeeper shall be permitted to wear long pants (no basketball shorts) and colors that easily distinguish him from other players and referees. 

Rule IV - Referees 

1. BOTH teams are responsible to pay before the game to the league representative. The fee assigned by the league is 60.00 per game per team. 

2. Referees when doing game shall be closer to the plays and be fair with the calls. Decisions of the reef in the fields cannot be challenge on the field because his call are final.  

3. Referee keeps time on the field.  

4. Referee has discretionary power to stop game for serious injury or infraction. Player is not to harass the referee if such event occurs, because in doing this some penalties might apply

Rule V - Duration of the Game 

1. The game shall consist of 2 periods of 30 minutes, with 5-minute break at half-time. 

2. Each team will have 10 minutes grace period, (which will be added to regulation time) to step on the field. If any team fails to step in on the field with a minimum of 5 PLAYER will forfeit the game by 1 goal against losing the 3 points and must paid double reef fees before the next game (120.00) If the team wants to earn the two points must pid ref fees.   

Rule VI:  START OF PLAY

Kick-off will be given to the home team.  Visitors will have kick off at the start of the second half.  A kick-off will start the game and restart the game after a goal has been scored.   Teams will change direction at half time. No scoring directly from kickoffs. No scoring directly from kickoffs (all direct kick need two touches)

Rule VI: RESTARTS: BALL ON AND OFF FIELD

KICK-INS

1. This is an indirect free kick; a goal may not be scored directly from a kick-in

2. Kick-ins must be taken where the ball left the field of play or foul was committed.  The ball is out of play when it contacts the white line. 

GOAL KICKS/THROWS

1. When the whole of the ball passes over the white line, it shall be kicked into play from the area where was out, by the goalkeeper or kicked into play by a member of the team.  2. A goal cannot be scored directly from such a kick. 

CORNER KICK

When the whole of the ball passes over the goal area and was last touched by the defending team, a direct corner kick shall be awarded. The ball must be placed on the corner circle mark , no goal can be score from a corner kick.

Rule VII: FOULS AND MISCONDUCT

Major Offenses (Direct free kick awarded (it must be two touches)):

1. Charging the goalkeeper at any time, no exceptions 2. Kicking or attempting to kick an opponent.  3. Tripping or attempting to trip an opponent.  4. Jumping at an opponent.  5. Charging an opponent in a violent or dangerous manner.  6. Charging or tackling an opponent from behind (NO TACKLING IS ALLOWED IN THE LEAGUE) 7. Note: exceptions for goalkeeper. Goalkeepers can slide on their side hands first to the ball. Sliding feet first will warrant a foul.  8.  Striking or attempting to strike, spit at or threaten an opponent.  9.  Holding an opponent.  10.  Pushing an opponent.  11.  Any player (except goalie) who slides in the box in order to prevent a goal will receive a yellow card and a penalty kick will be awarded.  12.  Intentionally handling the ball (except goalkeepers within their own penalty box). In addition, a direct free kick will be awarded when the ball strikes the hand if it gives that player or their team an advantage. For example: a player kicks the ball into an opposing player’s hand which subsequently lands the ball at the opposing player’s feet, thus giving them an advantage. Note- Players can protect their bodies with their arms as long as their arms are against the body. If the hands or arms leave the body to meet the ball this will be considered intentionally handling the ball. 

Minor Offenses (Indirect free kick awarded (it must be to touches)):

1. Obstructing an opponent.  2. Illegal substitution. (Applies when there is yellow card penalty) 3. Delaying game:  when playing as goalkeeper, indulging in tactics such as failing to play ball within five seconds.  4. Going to the ground in order to play the ball or playing the ball while on the ground (Note: if in box to prevent a goal, see Major Offenses) 

A1 Regulation: A player shall receive RED card (TO THE REEF DISCRETION) if:

1. Violates in a flagrant way any of the items listed as an “Offense” in Law VII or for: 

2. Goalkeeper Endangerment: Endangering the goalkeeper within his/her penalty area by sliding or charging him/her, regardless of whether he/she is in control of the ball. 

3 . Players’ Unsporting Behavior: Players displaying trickery, delay of game, dissent, referee abuse, persistent fouls, illegal substitutions, or behavior which, in the referee’s discretion, does not warrant another category of penalty.

4. PLAYER CAN NOT INSULT THE REEF, INTENT TO HARM HIM/HER, PUSH, OR GET ON HIS/HER FACE, Players are not allowed to get in the ref’s face and must keep a minimum distance of 2 feets from him when challenging any ref’s call, falling to do this might earn red card and suspension to the player/s involved in such action.  IF THE PLAYERS IS GIVING RED CARD FOR SUCH ACTIONS, SUCH PLAYER MUST LEAVE THE PREMISES BEFORE THE GAME RE-START, FAILURE TO DO THIS WILL CARRIED THE FOLLOWING PENALTIES: HIS TEAM WILL FORFIT THE GAME EVEN IF AT THE TIME THE TEAM IS WINNING. COACHES ARE ENCOURAGE TO TALK TO THE PLAYERS AND EXPLAIN THAT OUTCOME OF SUCH ACTIONS.

A player shall be cautioned (yellow card) 3 minutes cool-off rule (no substitution) if:

1. Persistently infringes the laws and house rules. This caution becomes a red card after being warned.  2. Shows by word or action dissent at any referee decision.  3.  Is guilty of unsporting like conduct.  4.  Receives a second 3-minute time penalty for a major or minor offense. 

A player shall be ejected (red card) if he/she:

1. Is guilty of violent conduct or serious foul play.  2. Uses foul or abusive language.  3. Spits on the field or in the opposite bench or anywhere else in the field.  4. Persists in misconduct after being cautioned.  5. Receives a second yellow card for a major or minor offense.  6. If a player is red carded, they must leave the facility. (please refer to A1 rules)

Goalkeeper Restrictions:

Once a goalkeeper has gained control of the ball during play with his hands, he:

  1. Must release the ball into play within five (10) seconds (can be to own feet).  2. After releasing, cannot play the ball again with his/her hands until it has been touched by an opponent, or goes out of play.  3. At no time may a goalkeeper handle a ball with their hands that is intentionally played to him by the foot from a teammate.  4. At no time may a keeper handle a ball with their hands after he has touched the ball outside the penalty box.  5. Once a goalkeeper leaves the penalty area then he becomes a normal field player and is subject to all rules regarding field players, including the no slide rule.   6. Goalkeepers can slide on their side, hands first to the ball. Any sliding feet first towards the ball will result in a foul.  7. Punishment for any of the above will be the awarding of an indirect free kick from the top of the penalty area.  8.lkoivgb
  2. [-p=,12662 A yellow card assessed against a goalkeeper may be served by another member of his team that is already on the field provided that the foul is not flagrant (in case of goalkeeper ejection, the goalkeeper must leave the field). 

Delay of Game:

 If a player intentionally delays the game, the referee may award a yellow card for delay of game.   If a player, in the opinion of the referee, feigns an injury, the referee may award a yellow card for delay of game.   If a player/team intentionally delays the game with less than 2 minutes in each half of play, the official may stop the clock to award any necessary time penalties or to award a free kick or penalty kick. 

Time Penalties/Cards:

Time penalties fall into three categories:

1. Direct Red – Direct expulsion (no substitutions, team will play one men short. The player who is red carded must leave the facility (field). 2.  Indirect Red- due to two yellows, expulsion from the game, no substitutions allowed. The player who is red carded must leave the facility (field).  3. Yellow - 3 minute cool-off rule  

A yellow card will be awarded for:

 Breach of any league rules    Illegal substitution and illegally entering the field of play.   Player re-entering game without making equipment adjustment.   Any of the major offenses.   Any of the minor offenses.   Delay of game.   Unsporting like conduct. 

 

FINES AND PENALTIES

 

 

Yellow cards will be cumulative during the season, 3 consecutive yellow cards equal one suspended game, first offense no fine. Second offense 1 game suspended and 25.00 fine. One red card for two yellow cards in the same game carries one game suspended without fines. Direct red minimum one game suspended and 25.00 fine. Red cards earned for flagrant foul carries two games suspension and 50.00 dollars fine. If the team engages in violent behavior on/off the field with/without the bench will be fined 100.00 before the next game and one game suspended the first time, the second time the team will be forfeiting the remaining of their season, and might be allowed to return the following season, however in both instance the team will return under probation. The coach will be held responsible for his team actions on/off the field (this include the bench and attending fans)

 

 

 

A2 Rule 

Bench Penalty:

Unsporting like conduct from a team box will result in a verbal warning against the team; should the conduct persist, a bench penalty will be issued against the offending team and the team manager/coach must remove one of the field players to serve a time penalty (5 minutes).

 

PLAYER IDENTIFICATION     1.  Team coaches/managers must be in possession of properly authorized registration forms at all games. Team coaches/managers may not participate without a registered SFSL official ID.  2.   All players must have of properly authorized ID before each game otherwise will be not allowed to play. Teams, at their discretion, may inspect SFSL player/team official ID’s of the opposing team. Inspection will take place prior to kick off and must not delay the start of the game. Teams may request league staff/Reef to inspect a player/team official’s ID at any time before or during the game.                 3. Failure to produce the player’s official SFSL ID might result in forfeit of the game and the team and player might be subject to disciplinary action.  

 

PLAYER ELIGIBILITY   1. All players shall be registered before the first game of the second leg of the season starts. No additional players may be added to a team’s roster after such date.      2. Any player registered to a team in the League cannot be registered to any other team participating in the League. This rule applies only to their Division; player can register with a different team if such team is in different division if doesn’t conflicts with either team.     3. All rules and regulations as set out in the SFSL Policies and Procedures regarding the signing and transfer of players shall apply 4. Teams found to have used an ineligible player(s), shall forfeit the game(s) to its opponents. If both teams are found guilty of using ineligible player(s), no points will be awarded. A team found guilty of using ineligible player(s) will be subject to disciplinary action.  Standard fines will apply as per SFSL policy         

Ineligible Player -    

Although the list below is not all exhaustive, an ineligible player is a player who:             

a)  Is not registered under SFSL Policies and Procedures with proper ID            

b)  Is registered under a false name.             

c)  Is under discipline suspension             

d)  Played under different name (used card from another player)              

e)   Player played without a proper ID or without official permit (only for first leg) 

 f)  Played as a guest player without the appropriate approvals   

The league reserves the right to modified or change rules or procedures at any time.
